Dear Dr. Ellinwood,	친애하는 엘린우드 박사님께,
Your letter containing Dr. Allen's about house & property to hand. I know the place well & think it to be a very good house and in tolerably good repair. About its value I cannot state as I never examined it carefully enough to make an estimate.	집과 소유지에 대한 알렌 의사의 편지를 담고 있는 박사님의 편지를 받았습니다. 그 장소는 제가 잘 아는데, 아주 훌륭한 집이 되리라 생각하고 수리도 어느 정도 좋은 상태입니다. 제가 평가를 내릴 만큼 자세히 그 집을 조사해보지 않아서 그 집의 가치에 대해서는 제가 말할 수가 없습니다.
The alleged cost of Mr. Gifford's house & the lower school is very much overstated. I do not know who his informant was but evidently it was someone who did not know the facts. Mr. Gifford's house was not remodeled but was a newly built house on the site of a Korean house that was pulled down & I believe cost about $3000. The lower school property is two or three times the size of Dr. Allens & place & repairs which were all of brick & the main building of double brick & extra large size at that the all included did not cost more than $4000. If I remember rightly in fact I think the books will show that it cost just about half of this.	기포드 씨의 집공간과 초등학교공간에 대해 주장한 가격은 상당히 지나친 과장입니다. 누가 그의 정보원인지는 모르겠지만 분명히 그는 사실을 잘 알지 못하는 자 일겁니다. 기포드 씨의 집은 개조한 게 아니라 한옥집을 헌 부지에다 새로이 지은 집인데 제 생각에 가격이 약 3,000 불은 들 것 같습니다. 초등학교 소유지는 알렌 의사의 집과 마당의 두 세 배 크기이고 전부 벽돌로, 본관은 이중벽돌로 수리했는데, 모두를 포함해서 가장 크게 비용을 잡아도 4,000 불이 넘지 않습니다. 제 기억이 옳다면, 사실상, 단지 이것의 반정도의 비용이 든다는 것을 회계장부가 증명해 줄 것입니다.
The price of houses has however considerably advanced of late & this price may be a very low one and I suppose it is but I doubt whether our mission in Seoul would consider the place as the best place for another Missionary, I know the house well & if I were in Korea, unless I had further light on the matter would most certainly vote against the purchase for we are quite close enough together as it is. Dr. Allen however in his second letter mentions the action of the Mayoralty office at Seoul.	그렇지만 최근에 집 값들이 꽤 올라서 이 가격은 매우 낮게 책정된 것일 겁니다. 그러나 서울에 있는 우리 선교부가 그 장소를 또 다른 선교사에 맞는 최상의 장소로 고려할 것인지는 의심이 갑니다. 그 집은 제가 잘 알고 있고 만약 제가 한국에 머물고 있었더라면, 그 문제에 대한 그 이상의 사실이 없는 한, 나는 구입에 틀림없이 반대를 했을 겁니다. 왜냐하면 우리가 현재상태로도 너무 가까이 있는 편이기 때문입니다. 그렇지만 그의 두 번째 편지에서 알렌 의사는 한성 판윤(判尹:서울시장) 지위의 역할을 언급합니다.
The Mayor of Seoul has no jurisdiction outside of Seoul and of course his proclamation only has effect in Seoul. But we have treaty right to buy property in Seoul & the proclamation will really have no effect. A similar proclamation was issued while I was in Seoul but it had really no effect on the ability to buy property.	한성 판윤은 서울 밖에서는 재판권을 갖지 못하고 물론 그의 포고는 단지 서울 내에서만 효력이 있습니다. 그러나 우리는 서울에서 소유지를 구입할 조약권이 있고 그 포고는 실제로 효력이 없을 것입니다. 제가 서울에 있을 동안에 비슷한 포고를 내린 적이 있었으나 그 포고는 소유지를 구입하는 능력에 대해 실제 아무 효력도 없었습니다.
There are several places now in Seoul (there were when I left) owned by foreigners that are going begging for a purchaser. If there were not, there are several places owned by Chinamen & Japanese that can be bought. The proclamation is simply an order to the Korean owners of property in Seoul to sell no more land to Foreigners. It cannot effect the transfer of property owned by Europeans, Chinese & Japanese. Then too the order when issued before had no effect, this order too must follow in the same line as it is contrary to the stipulations of the treaty. I wish I had my copy of the treaty here & I would quote to prove my point.	이제 서울에 구입자를 찾게 될 외국인이 소유한 건물이 일곱 여덟 군데 있었습니다.(제가 떠날 때 있었음) 만약에 없다손치더라도, 구입이 가능한 중국인과 일본인이 소유한 건물이 몇 군데 있습니다. 그 포고는 단순히 서울에 있는 소유지의 한국인 소유자들이 외국인에게 더 이상의 땅을 팔지 말라는 명령일 뿐입니다. 그것은 유럽인, 중국인 그리고 일본인이 소유한 땅의 이전(移轉)에는 효력을 미칠수 없습니다. 그리고 또한 그 명령이 전에 내려졌다면 효력이 없듯이, 이 명령도 그와 같은 방향을 따라 갈 수밖에 없는 것이 그것은 조약의 약정에 위배되기 때문입니다. 여기 그 조약의 복사본을 가져와서 인용했더라면 나의 요지를 증명할 수 있을 텐데 아쉽습니다.
This matter of a house brings me to another point on which I want to speak. It is about our house now occupied by Dr. Vinton. We will be needing this house & the Doctor will want a house for himself. We have consulted with several physicians & all say that Mrs. Underwood would be as well as far as Rheumatics are concerned in Korea as here in America. We had then thought of going back this summer but on further consideration we were advised to wait a little longer for Mrs. Underwood to regain her strength & we expect to be able to sail for Korea next February. When we get there we will want to commence repairs on the house at once & this cannot be done unless Dr. Vinton shall at that time be already in a house for himself. If the Board appropriate the necessary funds for a house in Seoul for him I doubt not but that the Mission will be easily able to procure & fit up a house for him in just the section of the city they deem most advantageous for the work.	집 문제가 나왔으니 또 한가지 문제를 말하고 싶습니다. 지금 빈턴 의사가 소유하고 있는 우리 집에 대한 얘기입니다. 우리는 이 집을 필요하게 될 것이고 그러면 그 의사는 자기에게 필요한 또 다른 집을 원하게 될 것입니다. 우리는 몇 분의 의사와 상의를 했는데 모두 말하기를 아내의 류머티스가 여기 미국에서처럼 한국에서도 괜찮을 거라고 합니다. 그렇다면 우리는 이번 여름에 돌아갈 생각을 하고 있지만 좀더 신중히 생각해서 아내가 기력을 회복할 때까지 기다리라는 조언을 받았습니다. 그래서 내년 2월에 한국으로 배를 타고 갈 수 있기를 우리는 기대합니다. 우리가 거기 도착했을 때 그 즉시로 그 집을 수리하기 시작하길 원하는데 그렇게 되려면 빈턴 의사가 그때쯤 이미 자기 집을 갖고 있어야만 합니다. 만약 선교부가 서울에 그를 위한 집 한 채에 필요한 자금을 지출해준다면, 선교부가 사역을 위해서 가장 유익하다고 생각되는 서울의 지역 내에 그를 위한 집 한 채를 쉽게 확보해서 준비할 수 있으리라고 봅니다.
But I must be closing. I had been asked by a German in Seoul to place at your disposal a house that he desires to dispose of but I thought that as the Mission had said nothing you would hardly care to act.	그럼 이만 줄여야겠습니다. 서울에서 어떤 독일사람이 처분하고 싶은 집 한 채를 박사님의 재량에 따라서 투자할 것을 요구해왔지만 선교부가 아무 말이 없기 때문에 박사님이 행동하기 꺼림칙하시리라 생각됩니다.
